  1. FCC's Wheeler to Step Down

    FCC Chairman Tom Wheeler, after more three years at the helm of the agency, announced he intends to leave the Commission on Jan. 20, 2017, the day the presidency changes hands from Barack Obama to Donald Trump. President Obama appointed Wheeler to head the FCC on Nov. 4, 2013. Wheeler's tenure has been a mixed bag, both for video and Internet service providers and for the FCC itself. Consumer advocates were concerned by Wheeler's appointment, given his background as a telecom industry lobbyist, but in practice Wheeler has tended to focus on fostering competition, which sometimes put him at odds with the service provider industry. The FCC's proposal to "unlock the set-top box" is still languishing amid strong industry opposition, as is its ISP privacy initiative, and neither seems likely to advance during the remainder of Wheeler's term. The Commission's order to preempt state municipal broadband laws was defeated in court. Though an early net neutrality attempt was also overturned, the latest version has been upheld and so far appears less onerous to ISPs than was initially feared. A number of big merger deals went through during Wheeler's tenure, including Charter Communications' (NASDAQ:CHTR) purchase of Time Warner Cable and Bright House Networks; Altice's (Euronext:ATC) acquisition of Suddenlink and Cablevision; and AT&T's (NYSE:T) acquisition of DirecTV. Comcast's (NASDAQ:CMCSA) proposed purchase of TWC fell through, largely on regulatory concerns of the FCC and the Justice Department, and AT&T's proposed acquisition of Time Warner is still in the works. Wheeler issued the following statement: "Serving as FCC chairman during this period of historic technological change has been the greatest honor of my professional life. I am deeply grateful to the president for giving me this opportunity. I am especially thankful to the talented Commission staff for their service and sacrifice during my tenure. Their achievements have contributed to a thriving communications sector, where robust investment and world-leading innovation continue to drive our economy and meaningful improvements in the lives of the American people. It has been a privilege to work with my fellow Commissioners to help protect consumers, strengthen public safety and cybersecurity, and ensure fast, fair and open networks for all Americans."
